Unlike the Lloyds boss who warned of a housing bubble Mr Spencer says "The housing market is extremely depressed it's just come out of a very large depression." He adds that a programme like this will help stimulate the market. "Builders will not start house construction unless they're looking at a vibrant kind of market" he says.
