A libertarian Davis has proposed legalizing and taxing marijuana and ending the city's ban on smoking in restaurants. Her campaign has raised very little money and has not registered in opinion surveys which show Spitzer leading Manhattan Borough President Scott Stringer in the Democratic primary.
